AT&T Cyan Update

I have a friend with a 925 on AT&T who says she got the update yesterday...but no Cortana. So, does anyone know if Cyan and 8.1 are coming separately from AT&T?

As far as I know, they are packaged together. Cortana wont work unless GPS is on. Also her region has to be set to America or one of the other Cortana regions. Hope this helps.
