Attaching pics to a Contact ...

Is there anyway to attach a pic to your Contacts (People) "without" linking to a social network ?

When I go into Contacts ---> Photos ---> Albums : "We don't have any pics of xxxx. Tag some on your social networks and they'll show up here."

Put the picture you want, cropping it down works best, on your phone or take a picture with your phone.
Go to the contact and tap edit, then add photo.

I think the op wants to associate multiple pictures with a contact that you can browse from the contacts profile, not assign a contact photo that shows up when the contact calls. I could be wrong. If I am correct, I think you can make an outlook contact with the same name, link them, and them tag the outlook contact in the picture. Unfortunately I can't test this theory as I'm on 8.1, and now there is a "connect" tab with social network links that takes you to the actual app, as opposed to a pictures tab.
