Battery saver a battery drainer?

I heard that leaving battery saver on can actually contribute to battery drain. True?

Don't know where you heard that, my battery can last for days with battery saver on.

Along with the on/off switch, it also has the option to run or not run in the background. What happens to it's functionality if you leave the switch on, but disallow it to run in the background?

Battery saver cuts rhe background apps,reduces brightness.great when ur battery is low but always on limits the potential of the phone.
And it increases the battery life.u must be mistaking it with battery apps from store
