Battery Saver Live Tile does not work.

It won't do anything all it does is show you how full your battery is but with no percentage or remaining hours

Actually nothing was promised for that but it can show the estimated time and remaining percentage.

Mine just shows the battery symbol it does "empty" as the battery goes down though, no %
Also what does the "E" and the symbol mean on the new outlook icon?

So far i have only seen that on the 1520, but no other phones..

I thought it was supposed to show percentage.

Well, percentage you always have on the top of your phone, if tou swipe down, even whith the app not on your start screen.
