How do I check battery wear on Lumia 1320 WP 8.1 ?

It's not really necessary. Modern batteries don't suffer from fade like they did in the old days.

But mine sorta broke after the restart when I enrolled for the Win10 preview update. Build 10586.29 . Just drains fast and calibration is all wrong.
