Best offline maps for Windows Phone 8.1

Hi this going to be my first time using a map service in any smartphone. Can somebody tell which is the best offline map application?

I'm using a Lumia 625, and I already have HERE Drive+ for free with 8.1. No need to wait any longer.

Thank you for all the responses. I downloaded the maps of our country and I set my maps on "Satellite" view but it appears green, brown, and Blurred only. But when I turned on my WiFi the satellite view works in my current place.

Can anyone tell me if Satellite view will only works if there are data connection or WiFi?
