Best voice calling app for windows phone 8?

I just bought my mom a lumia 521 phone but I am using an android. She lives in another country and I am looking for the best way it get in contact with her using voice. Is Skype the best option?

On WP7 we had Tango, which was fantastic but is no longer around. Skype and Viber, as montsa007 already pointed out, are really your only options...

I use Heytell. Its way better than Viber.

I like HeyTel but Voxer has become my favorite.

Amazing that skype is horrible on windows phone but works well on Android. You need to keep the app open to receive a call. If on the home screen it does not go through. That is beyond ridiculous.
