Big problems with windows phone store!

What's going on with wp store?!I can't update or install pocket file manager,mytube,phototag,monetal,prognoza,measure note, and many more apps, because of licensing problem.
I found another problem today.I had weather to go full version, tried to find it in store, but I couldn't. When I use direct link, It asks me to pay again(when I click on buy button, it shows me the price). So what, we need to pay again for every app, because they don't want to fix their stupid store?!I have, for example, full sygic navigation(world map,hud, traffic), that's more than 60?, do I have to pay again after every update? Shame on you, ms!

they try to get update but will not install
I uninstalled measurenote but now will not reinstall from phone

Another day, another app update and the problem always persists...
This time, this is Flashlight (http://www.windowsphone.com/s?appid=95b5c4bd-0fec-40d0-be97-de2647e69f96) that gets updated to 1.2.4.1 on 05/11/2015 and encounters the c101a7d1 error...
What Micro$oft is waiting for to fix this store issue ...
