Black update definitely not enables AWS on 928

Just came back from local Verizon store. I ran multiple speed tests on both 928 and Icon which sit 5 inches from each other and both have 3 out of 5 LTE signal bars. The 928 (with black update) only has around 5mb/s download and 3mb/s upload while the Icon has 50mb/s and 10mb/s. I live in New York so the AWS network should be well deployed according to report. Then the only reason I can think of is the 928 is not AWS enabled.

Nokia received permission from the FCC: ID QMNRM-860 (Approved Feb 22, 2013) for an in the field software upgrade that would enable LTE band 4 (UL 1710-1755 Mhz, DL 2110-2155 MHz) on the Lumia 928. I contacted Nokia Care and received the following reply.

"I hope for your kind understanding as for now, there is no such information available in our end regarding the radio software upgrade enabling AWS on the Lumia 928." Josh (10:07:56)

I have posted on the Nokia Discussions forum concerning this and will post any responses I get here.
