I would say that means the carrier from whom you bought your phone; or if you bought it someplace like a Microsoft Store then the carrier who has their logo on the device/box.

If I get your question correctly, let me share my understanding of the Black update availability.
I've bought my L822, which is obviously Verizon exclusive and carries it's logo on it, on eBay. I live in Georgia (country) and my carrier is Magticom.
In order to check Black's availability, I have to look in North America >> USA >> Lumia 822
Dang! it still says Waiting for approval, which means undergoing final testing with Nokia, country or operator to achieve approval.
