Black wallpaper

Is there a way to get an actual black wallpaper for my start screen on WP 8.1? I want true black so it's not actually using the battery to produce it...

Just create an entirely black image in any paint application you want, copy it to your device and use it.

Go to Accessibility and turn on High Contrast. It will look really cool and give u what u are looking for :)
E: Settings > Ease Of Access > High Contrast.

If it's using battery or not depends on the technology used for your display. I'm not too much into this, so I can't tell you if it's AMOLED or LCD that uses (more) battery. I think it's the latter. Nevertheless, the usage is minimal anyways.
You don't even need to apply an image, you could just use the dark theme: settings -> startscreen -> theme -> dark.

The already mentioned high contrast mode is pretty cool too, but you won't have any colored tiles and furthermore lose a couple of other things as well. Not sure as to which these actually are, sorry.

For perfect blacks AMOLED turns of the pixels so saves battery unlike LCD which has constant backlight.

Yep, LCD and enhanced by Clearblack. And if that's the case then black wallpaper won't make a noticable difference on battery draw since LCD can't turn off individual pixels and still need same amount of backlight for blacks.
