Its part of GDR2+Amber, if your phone has it then you should have the feature in settings.

its just an app from amber update however u can get it via trick
i have it, it is called call filter and available in ,Samsung market

also u will have to use oem updater app from market (or u can use vision barcode scanner) which wud take u directly to app

Go to SETTINGS > call + SMS filer > and enable " block call+SMS"
Than in your call history you can add the number you want to block.
If you do not see the setting than you do not have CYAN.
Or your carrier did not enable this function so connect your carrier to enable it.
