Bluetooth and Pen - SP4

After one of the updates that I've installed somewhere along the line, my top button on the pen has stopped working. I went into the Surface app, and it says that I must re-pair the pen in order to get the buttons working. So I go into my settings, there is no Bluetooth menu anymore. I see devices, and some bluetooth devices are listed there but not pen. There's a pen menu, but that doesn't really do anything for me. Also, the bluetooth toggle no longer works. It just brings me to the main settings screen. I have been looking all over the place about this, and can't find anything past August for these issues. Things have changed in the menus since then. Any help you guys can provide will be greatly appreciated.

Am I the only one dealing with this? It's very annoying, and none of the help online seems to help with this. I have features that aren't working like they're supposed to. Anyone?
 
I found a solution. Although it only solves the problem temporarily.

Cant find Bluetooth?
-Windows + X => click on Device manager => double click on Bluetooth (if you cant find it, then we have a different problem) => click "enable".

This should activate your Bluetooth within your device from being dormant. Your Surface pen will automatically be connected and your button should work like mine now does.

Windows + X then click on Device manager, find Bluetooth click it and then click enable.
