After multiple problems I performed my first hard reset on my L640 running Insider Preview with the latest cumulative update (351), my bluetooth will not connect. My JBL speaker works fine with my windows laptop with the same OS.
The bluetooth was working perfect prior to the reset.
Any ideas?

perform a soft reset by holding together volume down+power key until phone reboots. this should fix it.
Thanks, I thought I'd done this, so I tried it again. It did not fix the problem.
I know the speaker works with my laptop and my wife's 640, but I don't have another bluetooth device to for a different test.
Perhaps the BT radio died. Perhaps it's software......

Later I attempted to pair my wife's 640 to the JBL speaker again, but failed.
The laptop still paired but the speaker sounded lousy.
After some searches on the good ole internet, I re-discovered a way to reset the JBL by a certain combination of button presses on the speaker.
Now, the laptop sounds fine and my 640 pairs with no problems.
Therefore, not a 640 or windows problem, but a JBL issue.
My wife, daughter and I continue to use the 640 as our daily driver. I am tempted by the 950, but it is out of my price range.
