I think what your trying to say is where is bluetooth transfer? Bluetooth transfer is currently unavailable for windows phone 7 & 7.5. Wait for the 7.8 update which should sort the issue out.

hey, but what about other OEM's ?? will they provide the bluetooth file transfer too in 7.8 as Nokia is offering such in it's update ?? because i have a Samsung Omnia W.
