I get the lucky number 13 every time I use headphones or Bluetooth.

It always does it to me after a reset or power cycle. Never had an issue any other time, it has always remembered mine.

Now that I think about it, there are times when it remembers mine as well. I think Cyterio is correct.

It forgets the volume if I restart, and sometimes will randomly make the sound inaudible by deciding I must be damaging my hearing with my BT headset's volume set to minimum. I also have to change it for every device (speaker, wired headphones, and each BT device all have 13 default at each restart).

Do you guys think this is intentional? Microsoft has always warned us of volume issues. I'm going to bank on it being unintentional simply because it's such an odd number

Yeah. It probably is intentional. I know that my Xperia Z Ultra does the same thing, but I don't think the volume number/level is the same however. I'd have to check, but my chair is too comfortable at the moment. :)
The fact that the volume resorts back to level 13 could be as simple as that being the age of the coder's child or simply a "lucky" number. It might appear to be an odd number to us, but I'm sure to someone on the design team, it means something. :)

So that's why WP isn't selling well in the US! Everybody's scared to death of that pesky 13 on the volume level that keeps popping up :D
Why couldn't they have used the number 7??? lol
