Is that build available on non-insider lumia 550 or 950?

Nope, it isn't available yet! You cant go back to 8.1. If recovery tool has 8.1 software for that particular device, you may try that

You can't yet, without installing a Windows Insider build. .36 has not been officially released for the Lumia 550 yet, and it was only pushed out officially to a few variants of the 950/XL.
