Normally your cellular service can block numbers. Verizon you cab block up to 5 free.

Download sysapp pusher and grab the call&SMS filter app will allow you to block calls etc

That only works for Lumia phones, where the op has an HTC 8x.

If you're using Verizon then it's as simple as calling them up or visiting your account webpage
