The iphone 4 up & Samsung Galaxy Note 2 & up can be set to act as a wifi modem for a notebook or tablet when one is away from home. e.g. in Samsung it is found in Settings > tethering & portable hotspot. Once set, your notebook or tablet has broadband access via your mobile phone.

Can any lumia do the same?

that's known as tethering, mobile hotspot, or internet sharing.

Yes, most any Windows Phone 8 device should be capable of that. Save for carriers getting in the way.

Fire up the phone, go to Settings > internet sharing

It's fairly self-explanatory, you can enable it there, change the hotspot's name, password, how it connects...

If you go to notifications+actions you can make internet sharing a quick toggle.

Recapping. I have a lumia 630 (God willing, a 950 soon) & a galaxy tab 3 tablet.
When I stay with my mum (she's got NO internet) I want to browse the net on my tablet by wifi-ing out thru the 630 phone's mobile broadband.

Do we have a yes or no? I'm a bit unsure after those last comments.

Yes you can (unless your carrier has done something to prevent it, it's a standard part of Windows Phone.) Why don't you try it out where you are now, takes 10 seconds to enable it.
