Can i access developer options to unlock the mobile hotspot.

Trying to unlock the mobile hotspot on Lumia 928 without having to pay for it monthly since I'm on an unlimited data plan with Verizon. It's not convenient to have to swap my sim card into the Droid razr when I want to play Xbox one online using Mobil hotspot
