Believe me I tried everything to get rid of this 10.0.12534.59 build and get 166 directly but finally after few unsuccessful attempts and hard resets I gave upWell I've not seen this in my experience.

You need to use the Windows phone recovery tool to go back to 8.1 then use the Windows insider app on the fast ring to go directly to build 166
