Help Diagnose Hey Cortana and glance issue on 1520 - 10586.29

I'm still trying to figure out if this issue is caused by my phone or something else.
I have a few questions that may help,
I am pretty sure my firmware is up to date(FW 02540.00019.14484.37028) but Could it be a firmware issue? if your Hey Cortana and glance is working on this FW let me know.
Is Hey Cortana doing a complete install? when I download hey Cortana from the store it says 4mb download but when I look at the app in storage it reads 1.95 mb. could this be a partial install what is your hey Cortana file size (it's possible it downloads a 4mb installer then installs only necessary files).
could Cortana be reading linked phone info ? I also have Samsung Ativ s with 8.1 and no glance or hey Cortana, I was wondering if the saved cloud data from Cortana on 8.1 has an error string saying Glance = no : Hey Cortana = no , if you have another non Denim phone as well and it is working please let me know.
