Question about dual sim management on Lumia 640

I have a question about the management of dual sim.
I need to use one sim for calling (inbound and outbound), and navigation data only for one specific application (outlook) while the other sim only for data (for example internet navigation and whatsapp). Is it possible to use both sim concurrently and join each application to use only one individual sim?
