Can I install apps on this tab that were not purchased from a Windows store?

Windows Central Question

This is probably a silly and stupid question, but I just wanna make sure. Can I download an app like Comicbook reader on my PC and transfer it to this tab via a USB cable and then install without any problem? Will installation of non-market apps be allowed. Any help regarding this will be much appreciated.
