Yes you can. I had a Dell Inspiron 15 3521 running Windows 8.1 Single Language and now upgraded to Windows 10 Pro build 10586 November 2015 update.

You can do it, but there would be a cost to the upgrade. Basically, you'd upgrade to 10, then upgrade your 10 to the pro by visiting the store and paying for the upgrade.
