Can I use a Nokia Lumia 635 purely as a mobile hotspot?

I'm interesting in getting a mobile hotspot set up, as I'll be traveling soon and know I won't have any WiFi available.

I have a Cricket phone plan, which disables tethering, so I can't simply use my regular phone (a Lumia 830).

Its looking like the AT&T GoPhone Mobile Hotspot plan would be a good plan for me.

It looks like most hotspot devices cost well over $50. My question is:
Can I purchase a Nokia Lumia 635 ($30-$40), and use this with AT&T's hotspot data plan? Or is there some kind of SIM enforcement that would prevent usage like this?

i think the 635 is actually sold by AT&T as go phone

and if not the 520 is an AT&T go phone

im pretty sure any AT&T device, whether bought from them or not will have working hotspot when activated on their GoPhone network

there are people in the forums i know who have moved from Cricket to AT&T gophone with their unlocked devices in order to get hotspot and visual voicemail
