Can I use the same desktop apps on my Windows phone?

Hi all,
Can you use the same apps which you can download from different companies on windows phone as on the windows desktop.

you can only use software from the Windows Store on Windows Phone.

1. it's that way for security, etc.
2. Desktop programs just technologically can't run on phones. (like how RT couldn't do so)

Screens miniscule too.
