Can I use the same folder for OneDrive and iCloud Drive?

I’ve tried to move OneDrive folder to iCloud’s to get folder in folder but it didn’t work, iCloud didn’t see folder named OneDrive and I can’t changed folders name from either cloud service.
Can it be done or if I want to duplicate my files on cloud I have to reserve double the space.
I’m interested because I use iPhone, iPad, and Windows machines and also don’t want to rely on one cloud storage, if I can get the same effect in other way I’m interested.
