Can language packs be installed in Mango?

Considering giving a wp7 phone as a gift to an Asian friend. Is it possible to install a language pack and change the system language? I heard there's a way to set a registry variable and then update to Mango, but since the phone already got mango, I am wondering whether there's a way to do it without rolling back.
