Can W10 Mobile run IE explorer with ActiveX?

I'm guessing not. But my father is about to replace his desktop PC and he would be a perfect candidate for a Continuum phone EXCEPT he owns some office buildings that have security cameras that can only be accessed via Active-X. Hard to believe but they have no plans to offer a more modern replacement. I'm sure they will eventually or go out of business but that's not much help now.
