Can we setup the MT4 software in Windows Phone?
I can not setup with my phone. Anyone help?

No... That is for an old Microsoft OS, previous to Windows Phone 7. There is no legacy emulator I know of that is running Windows Mobile on Windows Phone 8/8.1.
