Can windows mobile's concerning development scenario be attributed to job layoffs?

Back then wp had some serious momentum things were happening. The change in buisiness strategy is an another gesture of saying i gave up. So what exactly do you think will happen. Say for eg: we had a working camera app and more lenses. It was already fixed with windows phone 8. And now we have a mess. When do you think windows mobile will grow out of beta, given the frequent layoffs.
