Can't change Xbox gamertag if you don't own an Xbox!

I added a suggestion on Xbox feedback. It's a very simple thing that I cannot believe does not exist.

Unless you own an Xbox console, you cannot change your gamertag. I have never owned one, I play Xbox games on my computer and my Windows Phone. They need to let people who don't actually own a console change their gamertag. I've been trying for two years to find a way to change my gamertag without having to buy an Xbox.

No. You can't. When go to website and click to change, they redirecting teaching how to change in Xbox 360

You can change it on the website, but only during the first 30 days. Otherwise, your options are ignore it, or buy an Xbox.
