Can't connect my laptop to mobile hotspot

hi. i have a brand new out of box hp pavilion running windows 10 and a lenovo a319 phone. each time i set up the hot spot and try to connect, on the laptop it shows i am connected and have internet access but i can't browse. on the phone it shows that the laptop is trying to connect but can't connect i.e in the field "1 device connected", the number 1 always togles between 1 and0. i tried using a windows 8.1 dell laptop but i get the same response and a bsod. then i tried using another windows 8.1 hp laptop and it connects fine. right now i am connecting with my phone's usb cord. please help me as this i urgent and i cant work properly
