Cant download certain software on any of my 4 browsers

keep getting this Error code: SSL_ERROR_RX_RECORD_TOO_LONG it pops up not all browsers it is ******* me the !@#$% off if someone knows of a fix that would be great for my windows 10 pc i think my pc thinks it in north Korea try to download something and my little dictator pc says NO SUPE FOR YOU ONE YEAR
