Can't find the update

I installed the .166 update and then did a hard reset to free some space for the update. After resetting, I can't install apps from the store and apparently many others are facing this problem. My question is will I have to install and sign into preview for developers app again to detect the latest update as when I check for updates in the phone update section, it shows that my phone is up to date.
I was eagerly waiting to install wp8.1 when I ran into this problem.
Any suggestions would be welcomed

Yes, you have to have the developer preview program installed, and signed into, for it to bypass the carrier update, and pull from the microsoft source.
No idea about the store not working, mine worked just fine after installing.
