Cant get Cortana to work

Hi, I know this has been asked a billion times before, but I simply can't find an answer.

I live in germany. My Lumia 1020 currently has Cyan and the latest DP installed. Under 8.1 I was able to get Cortana by setting language and region to the US and English. But now, after 8.1 update and Cyan (installed Cyan using software recovery tool), I just can't get it to work.

When I changed language and region to US, I also got the 'additional languages' update, but Cortana is not showing up.

I also did some restarts, but so far, no Cortana :/ Do you have any ideas?

Have you tried a hard reset and setting your language to either UK or US at the start point of the setup?

Not yet, no. I don't want to lose my data by hard resetting it... But it did work like this multiple times before GDR1
