Can't get VPN to work...period!

I have a Lumia 950 XL, and I live in China where many things are blocked. I used to be able to get the VPN to work on my Lumia 925 running WP 8.1, but I have NEVER been able to get the VPN to work on my new device running WM 10. I've tried using the built in client, and I've also downloaded AnyConnect, and tried that. It doesn't matter what I try - NOTHING WORKS! This is beyond frustrating as I'm unable to use Facebook on my phone, and I'm also unable to see detailed maps when I track my running (using apps like Runtastic), as all maps associated with apps of the like are powered by Google maps (another service that is blocked in China).

How the heck can I get the VPN feature to work on my device??:eck::eck::eck:
