Can't install windows 10, UEFI boot loop

I believe you need at least 20GB to install Windows 10 and you have a RECOVERY DRIVE with 15GB and another X DRIVE with 8GB. That will not work.

Is this your desktop PC or a tablet you're installing it on?

Your diskpart is showing only one physical drive, your thumb drive where you have your install media. Your internal drive on your surface is not showing up, which is a very, very bad thing. Meaning that it's dead.

Do you still have a warranty? Extended or otherwise?

Even if the SSD was encrypted, it would still show up with the DISKPART command as drive 0. But if you are in doubt, you can get into the UEFI and reset the keys and such (you will not be able to get the data off anyway).
