Assuming this is a Windows 10 PC question, not Mobile.

1. Are you using the Built-in Admin Account ?
If yes, Built-in Admin Acct cannot run any apps installed from the Store.
Create an admin user account and use it to run apps.

2. If the above is not applicable to you...............
