Can't turn WiFi on.

When I slide the WiFi turn on switch I get a pop up that says "can't do this right now. Try again in a little while,if the problem continues restart your phone and try again" After restarting and resetting my phone I still have the same problem. It doesn't make a difference if I turn WiFi sense on or off and the timer to auto turn WiFi on or off doesn't help either

@Justin Schell, I have been having this issue occur on my Surface Book lately, when coming out of sleep mode - WiFi will connect to the network, but not the Internet - and I have to restart the computer to get it to connect to the Internet I've not seen this issue on my 950XL as of yet, thank goodness...
