Cant we shut down the phone and charge it ???

My lumia 920 when switched off always power ups whenever i connect it to charger ...... Is this usual or mine has a bug ??

Normal, that's how it works. Just connect and charge it.

I wish we could, I think HTC still does this. I also hate how you have to have a certain power level before the phone can power up while it's charging.

Not if you have GDR3 even if the battery is fully exhausted the phone will start right away just after you plug it in and the red battery icon displays.
