Hi! Im currently on Insider Program. My hand held device (Lumia 730) is running OS Build 10.0.10586.36.

I just wanna know if i roll back to 8.1 .. I will get an update to Windows 10 whenever it is available.
OR

Staying on Insider Program ... will I still get an update to Windows 10 when it releases publicly.

You can roll back to w8.1 and you will get an update

But i won't get an update when on Insider program .. Right??

There are 2 kind of updates, OS and firmware.
As insider you already have OS updates.
But you get no firmware updates.
If there is a firmware update you can leave the insider program. And then get the firmware update. And join the insider program again. No rolling back is needed.
Please see this post and the linked article where is is explained in detail.

I rolled back my 1520.3 to 8.1 using WDRT tool via my PC and received a firmware update, which I was pleased to get. For now, I await the "production" W10M. But before I install the "production" upgrade to W10M, I'll run WDRT one more time to check for any new firmware, which is unlikely, but I'll play it safe. Then I'll go with "production" WM10, hopefully with firmware up-to-date, and Wm10 clean. Make sense?
