Connect to my pc from any place with using Remote Desktop

Hi, i want to know if is possible to connect to my pc using the phone app "Remote Desktop"...on my lan it works...i use the pc name and can connect to it. But if try from my office(as an example) it give me error:

We couldn't connect to the remote PC. This might be because of a network problem. If this keeps happening, ask your admin or tech support for help.

My provider give me a public IP, from which i could connect to my pc from anywhere but i receive the same error.

Is the Public IP assigned to your Computer or to the WAN interface of the Router at your home? If it is to the Router, then you need to create a rule directing port 3389 to your PC.

This is the case most of the time.
