Contact Transfer Help

Can anyone help me with this issue. My mom just moved from a Windows to an I Phone 4 and I have to transfer the contacts over to it. I have tried everything I know to get it to transfer and nothing has worked. If anyone has any ideas please let me know I have been struggling for 3 hours and nothing is working.

ok. u require other way round.
i am not sure about how it works on iPhone.
there might be two options: -
1. if iPhone permits importing directly the contacts from outlook account. if that is possible, all u have to do is go and create a sync account settings for outlook.com in iPhone.
2. otherwise, login into outlook.com from a pc. go to contacts. u can export all the contacts together in a csv format database. now, again go to iCloud, and import the contacts csv file, so that all contacts are in the iCloud. now all u have to do is sync ur phone with iCloud.
