Contact Transfer

Hey guys. I just bought a OnePlusOne and now I want to transfer my accounts.
The problem with my live account is that when I try to log in my live from pc,it shows "this account is not available".
So guys here is the question, HOW DO I TRANSFER CONTACTS FROM WIN. 7.8 TO ANDROID NOW?

It must say more than "this account is unavailable" there must be a Help link or something.
​O365 was having service status issues earlier. Might be worth trying again later.
​Or just try connecting your Android to the account.
