Cortana and all other windows services will not connect to the internet

My brother ran a program to "stop Microsoft for collecting data on us" and not windows store will not work and i cant update my window defender or use cortana. After some pressing this is what he downloaded and used because he saw it on a youtube vid ( https://www.safer-networking.org/spybot-anti-beacon/ )
