Cortana and weather

I installed the November update on my Surface 3 through Windows update without any problem. I can talk to Cortana and ask what the forecast is and she will respond. However on my desktop PC I updated through the Microsoft website (because it wasn't showing in Windows update and I was impatient :wink when I ask for the weather I get a Bing page that says there are no results or I get Cortana just spinning before timing out. Has anyone else encountered this problem?
