Cortana doesn't talk like she did at build 2014

Cortana does respond to my question but she doesn't act like she did at build 2014 for example :
1)she never says my name
2)She doesn't make funny comments about my appearance like she did with Joe

Also she didn't try to learn about me yet

Cortana is still in beta. The voice you heard at build was a pre-recording with Jen Taylor. You will hear her actual voice sometimes depending on the question. Right now its Jen Taylor's voice and a computerized version of her voice. As time progresses and Cortana becomes more advance and Jen Taylor does more and more recordings you will hear her actual voice more and more. Cortana cannot see you of course. So she cannot give a remark about your appearance. Maybe in a future build this will be enabled (probably not for privacy issues, although that would be cool).

Setup Cortana by clicking on the hambuger button in the top left screen when you open Cortana. Also in her settings you can specify the name for here to call you. Also this is a preview release that we have and everything may not work as it should. I hope this helps.

EDIT: I updated my post to show the proper spelling of Jen's first name. It's Jen and not Jan. My bad.

I know she can't see us but she did make fun of Belfiore's hair and nose at build. How did she do that?? I did set my name but she never used it even though I allowed her to call me by my name in settings.

Whoooops! I had a feeling I was miss-spelling her name. I did noticed something odd. When I updated my phone to 8.1 and opened up Cortana for the first time a setup wizard came up. But when I installed 8.1 on my wife's phone and started Cortana it did not pop up a setup wizard. Strange. Also when I was isntalling 8.1 on my phone the process was seemless, no issues. But on my wife's phone when the phone restarted to begin the install process it went dead and said low battery. So I waited a while and tried to turn it back on and it did, and the install continued. Don't know if that had something to do with it.

Cortana skipped the "learn more about you" setup for me too. However, when I was on 2G she started it but couldn't connect so she said she'd try again later
