Cortana integration with Bluetooth working in India ?

I am from India..can we use Bluetooth integration with cortana ? Does we need voice dial function in our Bluetooth set ? What all things we needed & steps?
I have a touch screen car set...,anyone using cortana from car from india pls share ur experience here it will help others to understand..thanks in advance all...

There are 3 aspects to the scenario of successfully using Cortana with a Bluetooth Handsfree device (e.g. car).

First, is Cortana enabled on the phone. You will need to check Cortana availability in for your language/country to see whether it is supported. If not, then your phone will use the WP8.0 speech engine (with less functionality than Cortana). Note that this has nothing to do with Bluetooth.

Second, can your Handsfree device send a command to the phone to activate speech? Many cars do not support this. In WP8.1 Update 1 you will see a contact called "Cortana" or "Speech" on your car (if your car downloads contacts). Dialing that number provides an alternate way to activate speech.

Third, starting speech requires that a bidirectional audio connection be opened between the phone and car so that the phone can send speech prompts to your car's speaker, and receive your voice commands from the car's microphone. This works with most cars, but some cars can experience problems with this.

1st one ok by changing region we can solve it...2nd one are u talking about voice dial feature?..3rd one i can talk to the person i called using microphone and hear what he is saying from speakers is it u meant ??😱

2nd one: If the car has a speech engine that supports voice dialing, then that can be one way of activating the phone's speech engine on Update 1. e.g. you press a button that activates the car's speech engine, say "Call Cortana", the car sends a dial command to the phone, which causes the phone to activate the Cortana speech engine.

3rd one: I am talking about having a conversation with the phone's speech recognition engine (Cortana). I am not talking about having a conversation with another person.
